Scholarship awarded by HiiL to attend the IEF Final Conference

Mr. Anjaneya Das, a student at Nalsar University of Law located in Hyderabad, India, has been awarded a scholarship by the Hague Institute for the Internationalisatoin of Law (HiiL) to attend the Final Conference of the International Criminal Procedure Expert Framework. Mr. Anjaneya Das was awarded this scholarship as a result of his participation in the 2011 International Criminal Law Network ICC Trial competition where he was the recipient of the Best Oralist Award. The conference will mark the announcement on the pioneering 'General rules and principles of international criminal procedure' developed as a result of an international research project funded by HiiL. It will take place on Thursday and Friday 27 and 28 October at the Peace Palace in The Hague.

Congratulations to Mr. Anjaneya Das! We look forward to welcoming him in The Hague in October.

Concluding Conference of the International Expert Framework on International Criminal Procedure on 27-28 October 2011

The members of the International Criminal Procedure Expert Framework will launch their groundbreaking 'General Rules and Principles of International Criminal Procedure' at a two day Concluding Conference at the Peace Palace in The Hague on 27 and 28 October 2011.

The Project
Since 2007, a group comprising some of the world's leading experts, have been working on identifying general rules and principles of international criminal procedure. The 'General Rules and Principles of International Criminal Procedure' is a landmark study of existing procedures in all the international and internationalised courts and tribunals. It is tested rigorously through the parameters of international human rights law, comparative criminal procedure and the goals and objectives of international criminal procedure. It is intended to be a guiding framework for international criminal procedural law and practices in the future. The overarching objective of the project is to assist in facing the greatest challenge of international criminal justice: delivering fair and effective trials.

The Conference
We are delighted that Hon. Justice O-Gon Kwon of the ICTY and Judge Erik Mose, former President of ICTR will both deliver keynote speeches. Leading international academics and practitioners will serve as discussants for the presentations of the eleven working groups. The working groups will be followed by a high-level panel discussion. Professor Kai Ambos of the University of Göttingen, Professor Claus Kress of the University of Cologne, the Conference Chair, and Professor Göran Sluiter, the IEF project leader, will close the conference with their observations of the proceedings.

Steering Board Meeting held in Amsterdam

On the 16th and 17th of February the Steering Board Meeting to the IEF Project took place at the Law Faculty of the University of Amsterdam, and turned out to be a great succes. The progression of the IEF Project was discussed, along with several other topics such as the upcoming Expert Meeting in July 2010 and the publishing of the final works.

All Steering Board Members attended to this meeting: Prof. Göran Sluiter, Prof. Salvatore Zappala, Prof. Hakan Friman, Prof. Suzannah Linton and Sergey Vasiliev. They discussed the progress of all the Working Groups and provided them with general feedback.

Sam Muller, Director of the HiiL, joined the second day of the meeting to provide insight on several other topics, such as the publishing of the works, the third and final Expert Meeting in July 2010 and the possible continuation of the project after the Final Conference in 2011. The Steering Board was very grateful that Sam Muller was able to attend this meeting.

 

 

 
Third and final Expert Meeting held in Kurhaus Hotel, The Hague

A very successful third Expert Meeting was held in the Kurhaus Hotel in The Hague. During this three-day meeting, the Expert Researchers participating in the IEF project presented their preliminary conclusions. This was the first meeting where the (majority of) the Advisory Board Members attended and provided the eleven groups with valuable feedback. This final Expert Meeting was chaired by prof. Göran Sluiter.

At 9:15 AM on the 1st of July, Negarra Kudumu (HiiL) and prof. Göran Sluiter opened the third Expert meeting of the International Expert Framework on International Criminal Procedure in the Kurhaus Hotel in The Hague. After a short introduction by prof. Göran Sluiter, the working groups began presenting their preliminary findings. Each presentation was followed by a discussion between all participants. After this lengthy but very fruitful first day, the first day of the meeting was adjourned by prof. Hakan Friman at 18:45 PM.

The second day of the meeting was opened by Dr. Sam Muller, the Director of the HiiL. He expressed his gratitude towards everybody participating in this ambitious project. He emphasized that for the HiiL - and the international community - this is a remarkable project. After this, he officially introduced the (majority of) the Advisory Board Members to the project. All present Advisory Board Members were assigned to a specific working group and provided the expert researchers within the relevant working group with helpful and valuable feedback. This important second day of the Expert Meeting was adjourned by prof. Göran Sluiter at 17:15 PM. 

During the third day of the meeting, there was a broader discussion on the general rules and principles, the project as a whole and several important topics such as the publication of the final work, the finalisation of the project, and the organisation of the final conference in 2011.

At the end of the third and last day of the meeting, prof. Göran Sluiter expressed his gratitude on behalf of the entire Steering Board towards all Advisory Board Members for their extremely helpful and valuable input. He continued by thanking all Expert Researchers for their great work and motivation, his student-assistants for their important help during the meeting, and especially the HiiL for the excellent organisation of this event.

 

 

 

 
Third and final Expert Meeting of the IEF project will be held 1 - 3 July in The Hague

The third and final Expert Meeting of the International Expert Framework on International Criminal Procedure to be held 1 - 3 July in The Hague. 

This final Expert Meeting will be held the 1st of July untill the 3rd of July in The Hague. At this meeting, finalized reports will be presented and discussed among the members of the Steering Board, Advisory Board and Working Groups. At this meeting we will proudly introduce the Advisory Board to the project. A list of the Advisory Board members can be found here.

The members of the Advisory Board will comment on the general principles and recommendations produced by each Working Group. After this, the Expert Group will attempt to reach agreement on proposed general rules and principles of international criminal procedure. 

After this Expert Meeting, the members of the Expert group will digest all comments and feedback towards the finalization of their report, ready for publication.
